In 1994 he graduated from the College of Medicine at the St. Petersburg Pediatric Medical Academy (now - Saint-Petersburg State Pediatric Medical University), qualified as "nursing".
In 1998 he graduated from the Investigative Department of the St. Petersburg Academy of the Russian Interior Ministry in the specialty "Jurisprudence", qualification "lawyer".
In 2000 he graduated from the Faculty training of scientific and scientific-pedagogical staff, defended his thesis for PhD on the topic: "Criminal policy of modern Russia and crime prevention".
In 2004 he was awarded the rank of Associate Professor.
In 2012 he graduated from the Vyatka State Agricultural Academy, specialty "biology", qualification "biologist".
From 1998 to present - Senior Lecturer, Associate Professor, Professor of the Department of Civil and Criminal Law of the Civil Aviation Academy and then at the St. Petersburg State University of Civil Aviation.
On a high professional level he carries out all kinds of educational, methodological and scientific-research work and various forms of training.
Repeatedly invited as an expert to prepare conclusion reports on federal law drafts which involve liability for violation of flight rules and the use of Russian airspace, as well as draft regulations governing the use of natural resources and environmental protection activities.
Full member (academician) of the International Academy of Sciences of Ecology and Human and Nature Security.
Chairman of the Inter-Regional Arbitration Court.
Member of the group of authors of the St. Petersburg permanent program "Russian Encyclopedia", aimed at the creation of encyclopedias on a national scale and the formation of "Encyclopedic Russian Fund".
He was awarded by the Administration of the St. Petersburg, Council of Rectors of St. Petersburg Universities, the editorial board of the publishing house "Polradis" for participation in the creation of the national encyclopedia.
